SP1 Metrics for Swiss CC

The objective of this SP is to establish a standardised framework of terminology and metrics for measuring circularity in Switzerland. This framework will enable us to define specific and measurable circularity goals and effectively implement them.

The development of terminology and assessment methods will involve active participation and input from project partners and stakeholders, ensuring a collaborative and inclusive approach. These standardised metrics tool will be applied and tested across all other SPs, ensuring their practicality and effectiveness in driving circular practices.

While simplified mass-based metrics exist and are widely used as policy targets (e.g. recycling rates or circular material use rates [66]), it is more challenging to provide metrics that capture all strategies of the circular economy framework consistently in a common approach, including waste prevention, lifetime extension strategies, and assess environmental sustainability. This SP aims to bridge the existing gap by developing a comprehensive and practical set of circularity metrics that encompass all relevant strategies of the circular economy and environmental criteria. The suite of circularity indicators will cover both new and existing buildings across the construction, usage, and end-of-life stages. It will incorporate metrics based on mass and environmental performance, ensuring that all life cycle phases are considered to avoid simply shifting burdens from one stage to another. For instance, while reusing old windows can save primary materials, it may have implications for the energy performance of buildings if outdated technologies are retained. By adopting a holistic approach, this SP will incentivize the implementation of the most effective circular strategies in the building sector.

This SP will provide a first science-based approach for the delivery of metrics tailored to the Swiss construction sector, while ensuring their compatibility with international initiatives.
